I want to grant a lotus email user the access to add and remove members from a specific lotus email group. How can I do this?

I specified the user as the owner and the administrator of the group still the user cannot add or remove members. I believe this is because the user doesn't have access to write to names.nsf. If I grant access to names.nsf the user gets access to modify all the groups.
